City pilots green logistics areas

Shenzhen police have decided to pilot a green logistics program by designating areas in each of the 10 districts and new areas where diesel-powered light cargo vehicles will be banned.

The move is to further control the emissions of diesel-powered vehicles, improve air quality and promote e-powered vehicles in the logistics sector.

The green logistics areas will only allow electricity-powered logistics vehicles to enter.

Using emissions detectors, police identified 10 areas, including Futian CBD, Renminnan in Luohu, Shenzhen Hi-Tech Industrial Park in Nanshan, Yantian CBD, the Xiuhai area in Bao’an, the Longcheng area in Longgang, the Shenzhen North Railway Station area in Longhua, the Pingshan Sports Center area, the Guangming Square area and the Kuichong Central area in Dapeng, that see high levels of carbon dioxide emissions and pollutants during rush hours.

Based on the monitoring result, police will pilot the green logistics areas in these places starting July 1.

Police will allow a 15-day grace period before the punishment is officially implemented July 16. Violators will be fined 300 yuan (US$47) and have three penalty points added to their license.

Statistically, light diesel trucks weighing less than 4.5 tons are widely used for urban logistics, and contribute a large amount of pollutants to the city’s air. At present, there are 170,000 light diesel vehicles, accounting for 59 percent of the city’s total diesel cargo vehicles. Although the number accounts for only 5.5 percent of all vehicles in the city, the PM2.5 and NOx of the vehicles make up 19 percent of total emissions.
