Shenzhen to further simplify administrative approvals

Shenzhen will initiate a paperless approval program starting Feb. 28, after a one-week trial period, to further improve its business environment and introduce more talents, according to a release of the Shenzhen Administrative Service Data Administration.

The program will be jointly implemented by related authorities including the Shenzhen Municipal Human Resources and Social Security Bureau, Shenzhen Municipal Public Security Bureau and Shenzhen Municipal Development and Reform Commission.

It will further streamline hukou and employment approval procedures for on-duty employees and improve application efficiency.

It is also an extension of the online approval program for the introduction of college graduates that was implemented in June last year.

Under the extended program, on-duty talents, talents who returned from overseas and post-doctorate researchers and their spouses and children can apply for hukou and employment approval through uploading applications online, without necessarily going to the service counters to hand in paper applications.

The system can automatically review application information and make approvals.

After receiving approval notifications, which are generally sent through text massages, the applicants can settle their hukou registrations at police stations.

To reduce the risk of scams during the application and approval process, authorities will implement a credit system. The online approvals will apply to those with good credit records. Those with untrustworthy records, violations or crimes within a certain time period need to apply at counters. Applicants who are later found using false documents or have violated related rules will be listed on the personal credit system.

The city plans to put 200 service items online for approval this year to further improve the business environment.
