Passengers failing to fasten seatbelts face 500-yuan fine

Passengers failing to fasten seat belts will be fined 500 yuan (US$72), according to a draft amendment handed to lawmakers for review Tuesday.

The draft amendment clarifies the responsibilities involved in not using seatbelts, turning right on a red light, using high-beam headlights, the purchasing and sale of license points, and playing games while driving.

Despite that drivers are responsible for informing their passengers to wear seatbelts, the passengers are also liable for not wearing them. The fine for failing to wear a seatbelt will be elevated from 200 yuan to 500 yuan.

When stopped at a red light at a road crossing, the vehicles that are allowed to turn right must yield to through-cars from the other direction and pedestrians. Violators will be fined 500 yuan.

Vehicles can only use high-beam headlights at night when there is no street light or auxiliary lighting in the area. Violators will be fined 500 yuan, which will be doubled to 1,000 yuan upon the third violation within a year.

Those involved in illegal license point trading will have their license suspended for six months for first violation, and revoked for second-time violation. Illegal traders will be fined 10,000 yuan.

In 2018, the deaths of 94 people in traffic accidents were caused by recklessly using their phones or other devices while driving. The draft amendment bans all manual operations on phones while driving and violators will be fined 300 yuan.

E-bike riders running through red lights, using high-beam headlights and driving in the wrong direction will be fined 500 yuan. Driving while intoxicated will result in fines between 1,000 and 2,000 yuan.
