The city is inviting the public to report uncivilized behavior to related government agencies by uploading photos or videos, along with captions detailing the time and location, to the 文明深圳随手拍 app.

The uncivilized behavior include the random parking of shared bikes, littering, illegally occupying pedestrian streets to conduct business, building illegal structures, certain dog-keeping practices and providing services outside administrative halls.

The city’s civility office hopes the app will be a new channel for the public to hold others accountable for uncivilized behavior and the government agencies to improve services and form a routine working mechanism.

The app users can also accumulate points by reporting uncivilized behaviors, answering some questions and assessing the performances of related government agencies.

Those who have accumulated a high amount of points will get rewards, according to Huang Haihua, a director with the civility office, at a news conference at Shenzhen Civic Center on Tuesday.
