Guangzhou, capital city of Guangdong Province, is urged to continuously strengthen ties with Shenzhen against the backdrop of the Guangdong-Hong Kong-Macao Greater Bay Area and Shenzhen’s building of a pilot demonstration area of socialism with Chinese characteristics, according to a notice released Monday by the provincial committee for deepening overall reform.

The notice highlights 17 items about the cooperation between the two cities.

It has been proposed that the two cities jointly build an international multimodal transport center, a global supply chain management center and an international logistics and shipping center.

The two cities should jointly run the China Venture Capital Forum and strengthen cooperation between the Guangdong-Hong Kong-Macao comprehensive cooperation demonstration zone in Nansha District in Guangzhou and Qianhai in Shenzhen.

Support has been given to the two cities to deepen cooperation in port infrastructure construction and the planning of the second high-speed rail between Guangzhou and Shenzhen.

Guangzhou is encouraged to work with Shenzhen to attract major international and domestic exhibitions to settle in the two cities, and deepen cooperation in science and technology, finance and infrastructure.

Efforts are also called for to enhance the matchmaking and cooperation of major innovation platforms in the two cities. Guangzhou is urged to set up a provincial lab of AI and digital economy with Shenzhen to jointly build a digital economy innovation and development experimental zone.

The two cities are urged to reinforce cooperation between the national intellectual property rights protection comprehensive reform pilot area at the Sino-Singapore Guangzhou Knowledge City and China (Shenzhen) Intellectual Property Protection Center, and to create a cross-border intellectual property trading platform with Hong Kong and Macao.

Guangzhou is supported in intensifying cooperation in the cultural and creative industries with Shenzhen, setting up branches of first-rate hospitals in Shenzhen, building a vocational education base with Shenzhen, Hong Kong and Macao, as well as building Guangzhou Fintech Roadshow Center by joining hands with Shenzhen Stock Exchange.

Efforts are urged to speed up the construction of major infrastructure like the Guangzhou-Dongguan-Shenzhen intercity rail link and provide supporting services for expediting the construction of Guangzhou-Shenzhen-Hong Kong-Macao Sci-tech Innovation Corridor.
