Guardians of minor traffic violators to be held liable

The guardians of children under the age of 14 who are caught violating traffic rules in Shenzhen should take part in social services, according to the city’s new traffic laws that will take effect Friday, sznews.com reported.

If a pedestrian, passenger or nonmotor vehicle driver violates road safety regulations and voluntarily accepts safety education, the traffic management department of the public security bureau may arrange for the violator to assist in maintaining traffic order or give the violator an oral warning without penalty, according to the new rules.

If a minor violates road safety laws or regulations, the traffic management department may order the minor’s guardian to strengthen education and supervision, and even require the guardian to receive road safety education or partake in social services.

Shenzhen traffic police said that requiring guardians to participate in social services forces them to fulfill their supervision responsibilities for the road safety of minors and strengthen the protection of minors.

The traffic violations of minors mainly include running red lights, crossing road-barrier facilities, illegally riding nonmotor vehicles and electric vehicles, using gliding tools on the road, using the wrong side of the road, taking the passenger seat in violation of regulations, not wearing a seat belt, sticking body parts out of the vehicle and throwing objects from a moving vehicle.
