City mulls regulating uncivilized behaviors

Citizens who behave badly in public places might be dissuaded and expelled by venue operators in Shenzhen, according to a revised draft to the city’s civilized behavior promotion legislation, the Shenzhen Evening News reported yesterday.

The draft legislation stipulates that if a person is found behaving in an uncivilized manner in a public place and turns a deaf ear to dissuasions, the venue operators can refuse to provide services and are entitled to restrict the person from entering the venue or participating in relevant activities for between three months and three years.

In order to ensure those in need can access proper services when taking public transport, the draft stipulates that all public transport shall be equipped with courtesy seats, which give priority to the elderly, pregnant, disabled and other passengers who need the seats.

Drivers are entitled to ask passengers to offer the courtesy seats to those in need, according to the draft legislation. It is also specified that priority Metro carriages can be set up. The disabled, minors, women and other people in need shall have the priority to take the priority carriages during peak hours.

It is also proposed that primary and secondary school students are not allowed to play video games unrelated to teaching and studying while at school. If violations are found, schools can take away the mobile phones, tablets and other electronic devices for safe-keeping.

Additionally, those who disrupt public transport order and are punished by the law enforcement department may be refused preferential services and prevented from purchasing e-tickets within three years of the date of the punishment.
