SZ's recycling system needs to be improved

The recycling, disposal and supervision of renewable resources in Shenzhen has much space for improvement against the backdrop of garbage classification promotion, the Shenzhen Evening News reported.

A company was recently found collecting waste foam boxes from wet markets and recycling stations and burning them on a container truck by the roadside in Xili Subdistrict of Nanshan District, according to the News.

It was said that although the waste foam boxes were turned into plastic raw materials after processing and burning, environmental pollution was generated.

According to local law enforcers, the recycling of renewable resources is a part of waste reduction during the implementation of garbage sorting. However, it is difficult to supervise how self-employed individuals collect and dispose of renewable resources such as waste foam boxes.

The News also found that garbage classification and recycling of renewable resources in Shenzhen is not under the same management system.

At present, the urban management department is mainly responsible for garbage collection, transportation and treatment, while the recycling of renewable resources is under the management of the commerce department and the industry and information technology department.

The urban management and enforcement bureau in Nanshan told the News that in Nanshan District most of the waste foam boxes are collected by recycling companies, while plastic waste collected from the centralized waste sorting point will be further sorted and sent to plastic treatment enterprises for decomposition and recycling.

According to Liu Jianguo, a professor with the School of Environment of Tsinghua University, the recycling industry should toughen up its regulations.

Liu said that government departments should also join forces to guide the industry, improve the recycling system and promote the transformation and upgrade of the recycling industry. For qualified enterprises, policy support and incentive mechanisms should be provided.

Liu suggested that Shenzhen make use of the big data platform to explore the construction of an intelligent information management system for garbage sorting, recycling and utilization, and promote the collaborative development of waste classification management and recycling of renewable resources.
