Work mode for creating civilized city wins praise

Li Xiaogan, a member of the standing committee and head of the Publicity Department of the Municipal Committee of the CPC, led a delegation to inspect the work on creating a civilized city in Bao’an and gave high praise to Bao’an for its contributions and the work mode “1+5+N,” the Bao’an Daily reported.

The “1+5+N” work mode was introduced by Bao’an under the evaluation standard of a national civilized city in order to promote Shenzhen for selection as a national civilized city.

“1” refers to creating a new standard for the effort to ensure the standards and responsibilities of each position are clear.

“5” signifies the development of five working mechanisms for focusing on the long-term results. The first mechanism is a “grid” inspection system, which asks community workers to inspect the 124 “grids” in the district. Forty-six thousand inspectors had checked 13,000 points, identified 7,404 problems and rectified 7,003 of them by Monday.

The second mechanism is to help the heads of subdistricts take on responsibilities. The heads of subdistricts have been checking the 1,178 roads at the facilities, environment and sanitation, public order and citizens’ behavior in the district. They have conducted 38,000 inspections, finding 8,991 issues and rectifying 8,920 of them as of Monday.

The third mechanism is to establish an account management system to ensure the existing work is finished in an orderly way. Domestic garbage can be centrally collected and classified at 551 residential compounds and 154 primary and secondary schools in Bao’an District. A total of 933 public restrooms and 93 agricultural product markets had been improved by Monday.

The fourth mechanism is for tracking the implementation of correctives to set up five levels of working teams to follow the implementation of rectification measures.

The fifth is a coordination and supervision mechanism. The public supervision hotline and WeChat platform have received feedback on 1,108 issues and 938 of them had been rectified by Monday.

“N” refers to highlighting all kinds of jobs in order to overcome certain disadvantages. Bao’an District has made it a high priority to inspect the phenomena of running red lights, raising dogs in an uncivilized way and posting advertisements. Thirteen plans had been promoted to improve the 32,000 existing issues as of Monday.
