Professionals to provide direct services in Qianhai

Certified professionals in certain sectors who received their qualifications in the Hong Kong Special Administrative Region (SAR) or Macao SAR will be able to provide direct services within Qianhai, according to the Shenzhen Economic Daily.

Qianhai, part of the China (Guangdong) Pilot Free Trade Zone, launched 20 specific measures Tuesday in a bid to introduce international professionals in the modern service industry and create a talent highland with world-class competitiveness.

Qianhai will take the initiative to connect the qualification systems between the two SARs and the mainland while relaxing the requirements for professionals from Hong Kong and Macao to practice in the area, as per the measures.

In specific industries, such as law, health care and construction, it is encouraged to deepen the joint operation of law firms practicing in Guangdong, Hong Kong and Macao, support Hong Kong and Macao lawyers to develop their operations, adopt more flexible management methods for Hong Kong and Macao accounting firms and reduce the restrictions on partners.

Qianhai will relax the access conditions for medical institutions and doctors from Hong Kong and Macao, and train medical talents that meet international standards. Meanwhile, it will support qualified Hong Kong construction engineering institutions to directly participate in construction projects invested in by the Qianhai government and the society.

As incentives to encourage Hong Kong and Macao youths to seek internship and employment in the area, Qianhai will offer one-off employment subsidies to young graduates from the two SARs, as well as recruitment and internship subsidies to employers.

Qianhai will speed up the construction of an exclusive communication channel to promote mobile communications between Shenzhen and Hong Kong and launch the public Wi-Fi network “Shenzhen-Hong Kong Link.”

It also plans to employ international professionals who are conversant with the rules of international business, law, finance, taxation and infrastructure to participate in Qianhai affairs.

In order to innovate the entry-exit system for global talents, Qianhai strives to set up skilled immigration rules in line with international standards, and try out a more active and open talent introduction and entry-exit management system.

It is proposed that Qianhai will establish an international professional service industry park and make use of the advantages of Hong Kong and Macao in the modern service industry to substantially improve the openness of its modern service industry.

Meanwhile, it will improve the intellectual property protection mechanism and intellectual property ecosystem, and establish an information sharing mechanism to provide data support for talent recruitment, evaluation and human resource development.
