Amended regulations on rental housing to take effect next January

The city’s newly revised regulations on rental housing will come into force Jan. 1, 2020, according to the latest government gazette.

According to the new rules, both the landlord and tenant shall not change the function of the rental property without a construction project permit and shall not open or block the external wall, doors or windows, seal off the balcony or build an attic, canopy or structure on the roof.

It is stipulated that if there are more than 10 rooms or more than 30 people living in the same building, a specially assigned person shall fulfill the information declaration obligation, and the identity and contact information of the person shall be reported to the population and housing administration of the subdistrict where the building is located.

Meanwhile, the landlord shall establish a safety management system, equip the rental property with fire facilities and fulfill safety management responsibilities.

The new regulations raise more requirements for tenants. The number of tenants should be truthfully reported, and valid identity documents of all tenants should be offered to the landlord.

The information about the rental property should be declared as required and a rental agreement should be put on record.

The new rules specify that it is forbidden to accommodate unidentified persons overnight. It is prohibited to use rental residences for gambling, drug taking or drug trafficking, prostitution, manufacturing or selling fake or shoddy goods or other illegal, criminal acts.
