The number of employed persons in Shenzhen has witnessed a 3.3-percent growth year on year to reach more than 11.68 million this year, with 151,900 new employees having joined the city’s workforce as of the end of November, statistics from the Shenzhen Municipal Human Resources and Social Security Bureau showed.

Overall, the urban employment situation has remained stable, and the structure of labor supply as well as the demand is basically reasonable.

The unemployment rate in Shenzhen stood at 2.22 percent in the third quarter.

From January to November, Shenzhen slashed social security premiums by 12.06 billion yuan (US$1.72 billion), effectively reducing the corporate burden, according to the Shenzhen Economic Daily.

Additionally, the human resources and social security bureau issued 1.15 billion yuan in employment subsidies to more than 300,000 enterprises to shore up the labor market.

Shenzhen has also ramped up support for entrepreneurship. It has introduced a slew of proactive measures, such as expanding the scope of self-employed entrepreneurs, implementing the policy of guaranteed loans for entrepreneurship and strengthening the construction of the innovation and entrepreneurship base for Hong Kong and Macao youths.

So far this year, the city has issued a total of 227 million yuan worth of guaranteed loans for entrepreneurship, a surge of 555 percent year on year, which is far higher than the same period of last year.

Shenzhen has also spared no effort to guarantee the employment of key groups. It promoted the multi-channel employment of college graduates through a variety of exclusive job fairs and provided one-to-one employment services for the needy.

Meanwhile, the city has actively carried out poverty aid work in Baise and Hechi cities of the Guangxi Zhuang Autonomous Region by promoting employment. From January to October, 10,510 workers from Guangxi secured jobs in Shenzhen.

Shenzhen is home to 13 million permanent residents, according to the official website of the city government. But the city, in fact, manages a total population of about 21 million residents, taking into account the large number of the floating population, Wang Feng, director of the city’s property research center, said last year.

Nationally, 12.79 million new urban jobs were created in China in the first 11 months of this year, exceeding this year’s target of creating over 11 million urban jobs, the National Bureau of Statistics said Monday.

The surveyed urban unemployment rate nationwide stood at 5.1 percent last month, unchanged from the rate in October.

The surveyed unemployment rate among the people aged between 25 and 59, the majority of the labor market, stayed unchanged at 4.6 percent last month.

Meanwhile, the surveyed urban unemployment rate of 31 major cities was 5.1 percent in November, flat with that in October.

The surveyed urban unemployment rate is calculated based on the number of unemployed people who have participated in the employment survey in urban areas, including migrant workers in cities.
