Shenzhen accumulatively accredits 9,000 top talents

Shenzhen has accumulatively accredited 9,000 high-level professionals and introduced 130,000 returnees who graduated overseas, statistics from the city’s human resources and social security bureau showed.

In 2019, 93,700 fresh graduates on the Chinese mainland and 18,600 from overseas came to work in the city, and 129,500 on-job professionals in other cities were transferred to the city. The number of post-doctorate students is 3,400, keeping a 30 percent year-on-year growth for five straight years.

The increase of talents to the city was partly attributed to the approval reforms initiated by the bureau, which had been promoted nationwide.

The on-job talents, returned overseas students and post-doctoral researchers can apply online for approval to get a hukou and a job in the city through https://sz12333.gov.cn/rcyj, an approval system connected with and shared by a dozen government agencies.

The system reduces internal approval procedures and requirements for printed materials and shortens the processing period by at least 10 working days. The system can automatically review the information of applicants and approve the applications.

Talents and professionals working in Shenzhen can apply to transfer hukou and personnel files on the service platform https://sipub.sz.gov.cn. To optimize the service and cover more beneficiaries, the bureau has canceled requirements for education qualification verification reports and school transcripts.

For talents that are badly needed for the city’s development, the city has unveiled personal income tax incentives and piloted professional qualification cross verification between Guangdong, Hong Kong and Macao. It has also optimized its talent assessment mechanism and explored the assessment methods for talents working in sectors like 5G and AI.

Regarding vocational education, the city offers subsidies for life-long skill training and has revealed measures for the high-quality development of education and training of technicians.
