The Shenzhen Municipal Government recently released the action plan for becoming a pilot demonstration area of socialism with Chinese characteristics, drawing a blueprint for the city’s development in the next stage, Shenzhen Special Zone Daily reported.
The plan for 2019-2025 focuses on the strategic positioning, development goals and key tasks of the construction of the pilot demonstration area, serving as a road map for Shenzhen to deliver on the new mission endowed by the Central Government in August.
The action plan deconstructs each task in the detailed guideline unveiled by the Central Government and fully echoes Shenzhen’s goal of building a modern, international and innovative city by 2025.
The action plan, divided into three parts, incorporates 127 specific measures.
Shenzhen will make an all-out effort to promote the implementation of a number of major policies, reforms and tasks, as per the plan.
The city will deepen the reform and opening up of Qianhai, expedite the construction of the comprehensive State-level science center and the Shenzhen-Hong Kong science and technology innovation cooperation zone, pilot the reform of comprehensive authorization, make full use of its legislative power as a special economic zone, carry out the reform of international talent management and create conditions to push registration system reform.
The second part of the action plan highlights prosperity, democracy, civilization, harmony and beauty, specifying more than 100 specific work measures in eight aspects.
According to the plan, Shenzhen will take the lead in implementing a new round of innovation-driven development strategies, building a modern industrial system with world-class competitiveness, and achieving breakthroughs in the reform of such key areas as business environment, regional State-owned enterprises, foreign currency management and digital government.
The city will pioneer the formation of a new pattern of comprehensive opening up, creating a democratic and law-based environment that demonstrates fairness and justice, and building a modern urban civilization that reflects the prosperity of socialist culture.
It will set up a pattern for people’s livelihoods that features co-construction, co-governance, sharing and common prosperity, and become a model city for the “Beautiful China Initiative” that seeks to achieve harmony between man and nature, the plan says.
The action plan also proposes measures to strengthen the leadership and structure of the Communist Party of China, consolidate organization and coordination, enhance policy implementation and encourage the participation of the whole society.
The Shenzhen Municipal Government will formulate and implement two successive three-year work plans for 2019-2022 and 2023-2025.
