Permits available for bulldogs, Chinese rural dogs

Shenzhen has removed two species of dogs, the Chinese rural dog and bulldog, from the list of prohibited dangerous breeds, so owners can now apply for permits and identity cards for these dogs, according to a notice released by the Shenzhen Market Supervision and Regulation Bureau on Wednesday.

The notice will take effect Jan. 10, 2020, and last until 2024. The original regulation issued in 2006 will be invalid and replaced by the new rule.

Research conducted by the Shenzhen Urban Administration and Law Enforcement Bureau showed that the city has about 80,000 Chinese rural dogs and 10,000 bulldogs. These dogs are widely popular and are not aggressive like other dangerous breeds.

It is obligatory for every dog owner in Shenzhen to obtain a dog identity card. Permits and identity cards are usually issued within five working days.

Pet owners can now apply to register their pet dogs through the WeChat account mlszgzh.

As of this May 6, 38,183 applications had been received. Those who have already finished registering through the platform can directly add the e-card to their WeChat accounts.

Pet owners no longer need to provide housing property certificates or lease contracts when filling in their home addresses. Additionally, applications are available for hybrid dog breeds that share no evident features with prohibited or dangerous breeds. The bureau said that if pet dogs are found without registration, the owners will be fined based on the law and required to register. For any inquiries, residents can call the 24-hour hotline 12319.
