Meaning:
“围猎” literally means “to hunt together.” In a story told by Ming Dynasty (1368-1644) author Feng Menglong, an official by the name of Xue Wei dreamed of himself turning into a carp in the lake, where an angler was fishing. Though fully aware of the danger, Xue (the carp) couldn’t resist the temptation of the bait and got caught. Therefore, Chinese media has used a similar image of “hunting together” to refer to the efforts of interest groups to bribe officials in return for preferential treatment.
