1. The work of advancing epidemic prevention and control and poverty alleviation should be coordinated. On March 13, Chen Rugui, Mayor of Shenzhen, presided over the city’s meeting on advancing poverty alleviation and winning the final victory of the last battle. Wang Weizhong, Secretary of the CPC Shenzhen Municipal Committee, attended and spoke at the meeting. It was emphasized during the meeting that Shenzhen should pay attention to and focus on both epidemic prevention and control and poverty alleviation, and coordinate the advancement in both aspects. Targeted preventative and control measures of zoning and classification shall be implemented while proactive assistance shall be given to Shenzhen’s twinning regions of support in keeping up with agriculture production during the spring ploughing. 2. Shenzhen has implemented targeted policies to stabilize the "ballast stone" for economic development, and all major projects in the city will be resumed before the end of March. The post-epidemic recovery team of Office of Municipal Headquarters for Prevention and Control of COVID-19 has established a coordinated mechanism, implementing targeted policies to accelerate work resumption and construction investment of major projects. 3. The Shenzhen Municipal Human Resources and Social Security Bureau has issued guidelines on the adjustment of labor surpluses and shortages. During the epidemic, the city has supported the adjustment and balancing of workforce among enterprises with labor surpluses or shortages. The adjustment has been mainly carried out with the help of the human resources authorities of different districts by means of strengthening surveys and research, and mobilizing enterprises extensively. When some enterprises’ demand for labor and other enterprises’ supply of idle labor have been made clear, this information will be published on platforms such as the official websites of district human resources authorities so as to achieve a dynamic matching of human resources. 4. Shenzhen Municipal State-owned Assets Supervision and Management Commission (Shenzhen SASAC) has rolled out a financial kit to fight against the epidemic. In order to help the real economy overcome difficulties in this hard times and ensure safe and orderly resumption of work and production, Shenzhen SASAC has proactively implemented the 16 Measures of Shenzhen to support enterprises during COVID-19, beefed up financial support while effectively reducing the enterprises’ comprehensive financing costs after work resumption, and trying its best to help enterprises resume normal production and operation. 5. BYD has become the face mask manufacturer with the world’s largest production capacity of 5 million pieces daily. With 400 drawings of mask machine completed within 3 days, the development and manufacture of mask machines within 7 days, and 100 mask production lines in place within less than 30 days, this is the Shenzhen speed at which an enterprise has switched to face mask manufacturing. BYD, producing one piece of face mask in 1.2 seconds, has achieved a daily production capacity of 5 million. As of March 12, BYD had produced a total of 50 million pieces of face masks which had been delivered to various parts of the country, making it the manufacturer with the No.1 face mask production capacity in the world.
