1. Relentless efforts should be made to implement prevention and control measures in a detailed manner and strive for double-victories of epidemic prevention and control as well as economic and social development. On Mar. 16, Party Secretary Wang Weizhong convened a meeting of the Standing Committee of the CPC Shenzhen Municipal Committee. He stressed that relentless efforts should be made to implement prevention and control measures in a detailed manner, constantly consolidate and expand the hard-won good momentum, and attach equal importance to epidemic prevention and control as well as economic stabilization, so as to completely win the people’s war on the epidemic. 2. Coordinated efforts should be made to push forward all work in epidemic prevention and control as well as economic and social development. All means shall be tried to accelerate construction of key projects and expand efficient investment. On Mar. 16, Mayor Chen Rugui convened the Meeting for Promoting Key Projects and Coordinating Economic Work in Shenzhen. 3. Shenzhen-based China National GeneBank becomes an authorized organization of Global Initiative on Sharing All Influenza Data. On Mar. 11, the World Health Organization announced that COVID-19 has taken on the characteristics of a pandemic. On Mar. 16, Shenzhen-based China National GeneBank reached strategic cooperation with Global Initiative on Sharing All Influenza Data (GISAID), making China National GeneBank Database (CNGBdb) the first official authorized platform of GISAID in China. 4. Standardized law enforcement is adhered to in robust fight against the epidemic, contributing legal assistance to epidemic prevention and control. In the face of the epidemic, Shenzhen adheres to law-based prevention and control in an orderly manner, further optimizes the legal business environment, and protects the personal rights, personality rights and property rights of citizens. Shenzhen Municipal Justice Bureau has set up a legal service group for epidemic prevention and control to clarify the basic principles of administrative law enforcement and key points of investigation and penalty for the departments of health, market supervision and regulation, public security, urban management and others, providing legal advice and services for the city's law-based epidemic prevention and control. 5. The defense wall of joint prevention and control of the epidemic in Shenzhen — 24-hour temperature measurement. Joint checkpoints have been set up at 700 communities, 4,800 garden residences, 1,800 urban villages, on 49 inter-city roads, in addition to 231 joint checkpoints at railway stations, wharfs and ports in Shenzhen. People in the city are going through temperature measurement for epidemic prevention and control every day. Behind the ”temperature measurement” for all citizens is the joint work and cooperation among departments of traffic police, public security, subdistricts, transportation, health and others.
