1. Shenzhen has collectively commenced 155 projects and ensures planned annual tasks of key projects will be completed as scheduled. On March 17, the city’s 155 new projects of the first quarter of 2020 were commenced collectively. Wang Weizhong, Secretary of the CPC Shenzhen Municipal Committee announced the commencement of the projects, and pointed out that the current situation of epidemic prevention and control had turned positive, with important achievements made at this stage and recovery of economic and social development accelerated. Shenzhen’s collective commencement of major projects at this critical juncture is a key measure to promote the comprehensive and in-depth construction of the Guangdong-Hong Kong-Macao Greater Bay Area and Shenzhen Pilot Demonstration Area. 2. Shenzhen has reduced electricity costs by approximately 550 million yuan for nearly 33,500 users in the city. Shenzhen Power Supply Co., Ltd. has been timely implementing the policy to support enterprises by “municipal finances paying for the basic fee of the two-part electricity fee incurred in February instead of industrial and commercial enterprises themselves” published by the Municipal Government. On March 17, Shenzhen Power Supply Co., Ltd. had completed the work of reviewing all eligible industrial and commercial enterprises, and the calculation and distribution of the charges. The first batch of enterprises benefiting from the policy has already enjoyed the exemption, and an electricity cost of around 550 million yuan will be reduced for nearly 33,500 industrial and commercial enterprises. 3. 246,000 enterprises in Shenzhen have issued VAT invoices, reflecting the steady increase in ratio of work and production resumption. The Shenzhen Tax Service, State Taxation Administration has leveraged the advantages of the big data platforms to obtain timely information on enterprises resumption of work and production by their VAT invoices issuances, etc. Big data shows that as of March 12, 246,000 enterprises in the city had issued VAT invoices since 2020, with the cumulative invoice value reaching 585.9 billion yuan, and the cumulative number of invoice issuers, together with the cumulative invoice value had both reached 75% of that in the same period last year. The ratio of resumption of work and production has increased steadily. In particular, IT service industries and industries related to people’s livelihood were among the first to resume work. 4. China's first batch of aid supplies, donated by Shenzhen, had arrived in Serbia. The Serbian government announced on March 16 that the nucleic acid test kits for COVID-19 donated by the Shenzhen Mammoth Public Welfare Foundation arrived in Europe under the coordination and collaboration of the Chinese Embassy in Serbia and the Serbian government. Serbian President Aleksandar Vucic and Prime Minister Ana Brnabic respectively expressed their gratitude to China through the media, stressing that this was the first batch of aid supplies for epidemic prevention and control from abroad. 5. Shenzhen has launched colored E-health codes to facilitate a quicker medical treatment process for citizens. In order to resume daily diagnosis and medical treatment in various healthcare institutions in Shenzhen in a scientific and orderly manner, pre-examination and triage have been strictly implemented, safeguarding the line of defense when people seek medical treatment in hospitals, to minimize the risk of hospital infection. A dynamic three-color E-health codes management scheme featuring “red code, yellow code and green code” has been launched in Shenzhen. Upon filling out the questionnaire online, citizens will get an E-health code shown in one of the three colors, which can be used for hospital appointment and checking-in, on-site triage and doctors’ clinical reception and so on.
