Registration of e-bikes helps improve supervision

A hit-and-run traffic violator was successfully traced and arrested in Longhua District after he drove an e-bike against traffic rules and harmed an old man Jan. 14, thanks to the registration of e-bikes, which was launched in March 2020, Shenzhen Special Zone Daily reported yesterday.

As disclosed by local traffic police, they failed to confirm the identity information and escape route of the suspect due to the obscure plate number of his e-bike. After lots of watching and analyzing the site surveillance videos, they finally confirmed the plate number as HJ5X7X and then his activities, and finally his residence.

The successful conclusion of the case is attributable to the campaign of registering e-bike information, which was commenced in March 2020, in which the e-bike plates had been unified as a long-term valid plate with white numbers on a blue background, integrated with a built-in chip for filing and labeling. It concurrently records and links the information of both bike owner and bike. As of now, 35,000 e-bikes in the city have been registered, according to the traffic police.

To promote the plan, the traffic police have organized such activities as promotions, training and coaching for the filing of the e-bike information.

“The majority of businesses have positively cooperated in the filing of e-bikes used by their staff members as per the relevant requirements and procedures; for example, a total of 4,000 self-purchased e-bikes have been timely registered, with the bikes carrying arranged plate numbers,” said Zhong Ying, an official with the local traffic police.

They emphasized that the registered e-bikes of the industries concerning residents’ daily life will not be subject to restrictions in road use upon completion of such filing; the filing must be applied for by the enterprises, and individual applicants will be rejected.

These industries include: medical care; postal, EMS and delivery of newspaper and periodicals; first-aid repair of public facilities such as electricity, water supply, gas supply and telecommunications; environmental sanitation; take-out services, and transportation of bottled fuel gas, barreled drinking water, and fresh milk; and distribution of goods by farmers’ markets and stores.

A further action to promote the plan was launched to regulate the e-bike driving on the road and examine whether they have hung proper license plates, according to local traffic police.
