SZ’s pilot reforms highlighted in GD govt. work report

Guangdong Province will roll out measures to fully support Shenzhen in implementing its comprehensive pilot reforms, according to the provincial government work report delivered by Governor Ma Xingrui on Sunday.

Guangdong will explore the introduction of a negative list of provincial administrative authority to delegate more power to Shenzhen in deepening reforms and innovation, as well as making new breakthroughs in improving the business environment, according to the report.

The province, a major manufacturing hub in China, will give backing to Shenzhen to build a high-level land, labor and capital market system, and a natural resources trading platform, promote the construction of a global marine center, and build a digital currency innovation pilot zone.

Guangdong will also support Shenzhen in increasing the supply of high-quality education, health care and cultural resources, relaxing the market access for international new drugs, and expanding the autonomy in the running of universities, as per the report.

The city is also encouraged to explore new paths of urban governance of megacities, carry out pilot reforms in natural ecological spaces, land and forest use, and improve the level of urban governance.

Shenzhen has been frequently mentioned in Ma’s government work report, which highlights the important position of Shenzhen in the overall agenda of Guangdong Province in 2021, according to Shenzhen Special Zone Daily.

The report proposed that the whole province should make efforts to promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the building of Shenzhen into a pilot demonstration area of socialism with Chinese characteristics.

Guangdong will further strengthen the in-depth collaboration and coordinated development of Guangzhou and Shenzhen in terms of sci-tech innovation, modern industries, infrastructure, business environment and public services, according to the report.

Support will be given to accelerate the construction of Guangming Science City and the development of the Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor.

Guangzhou and Shenzhen are also encouraged to endeavor to become national pilot cities for business environment innovation, according to the report.
