Shenzhen-based political advisers have brought proposals covering a wide range of topics to the annual session of China’s top advisory body which opened Thursday.

What concerned these political advisers most are local issues. They will be making detailed suggestions on the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and Shenzhen as a pilot demonstration area of socialism with Chinese characteristics.

Last year, political adviser Huang Xiqin formed a research team to study a phenomenon showing an increasing number of young people from Hong Kong and Macao had started their business in Guangdong Province. The team conducted fieldwork in nine cities in Guangdong, investigated 16 innovation and startup bases for Hong Kong and Macao young entrepreneurs, examined 38 startups created by Hong Kong and Macao youth, organized 18 themed talks, and collected 114 questionnaires on the Internet. Based on the collected data, Huang’s team wrote a report, which was later developed into a proposal to be submitted to the annual session of the country’s top political advisory body.

In her proposal, she pointed out problems the young entrepreneurs have encountered in daily life and business operation. Huang suggested that relevant departments establish an online information service platform for Hong Kong and Macao youth to learn and handle administrative matters, address their exclusion from the financial system on the mainland due to lack of a mainland ID card, and provide professional consultation service.

Chen Qianwen, whose proposal last year calling for greater autonomy to Shenzhen was well received and adopted, pays attention to vocational education in Shenzhen this year.

She hoped the Central Government could support Shenzhen to reform and upgrade the city’s two public vocational education institutions — Shenzhen Polytechnic and Shenzhen Institute of Information Technology — to a university-class status.

Wang Mingfan, chairman of China Boton Group, will voice the concerns related to scientific innovation. He focused on Futian Bonded Zone in Shenzhen-Hong Kong Innovation and Technology Cooperation Zone.

In his proposal, Wang said that some customs supervision provisions adopted in Futian Bonded Zone have restrained the development of the scientific innovation industry. He proposed measures providing supportive environments for scientific researchers.
