Meaning:
“双” means “double,” and “减” is short for “减负” (jiǎnfù, “to reduce the burden of”). This term refers to a set of guidelines introduced by the Chinese authorities to ease the burden of excessive homework and off-campus tutoring for students during the period of compulsory education. That is, the guidelines apply to students from grade one to grade nine. According to the guidelines, tutoring institutions are not allowed to offer services on weekends, holidays or during summer and winter vacations.
