3. Acquire approval from the Economy, Trade and Information Commission of Shenzhen Municipality or the economic service bureaus in different districts and areas. A certificate allowing a foreign-funded enterprise to be set up is issued after approval
4. Acquire a business license from the Market Supervision Administration of Shenzhen Municipality
5. Acquire suggestions from related competent authorities (pre-approval)
