The Shenzhen government recently unveiled a plan to implement a principal-agent system for natural resources assets citywide, except for Shenshan Special Cooperation Zone.
The move aims to evaluate the city’s overall situation of natural resources assets by the end of September next year, Shenzhen Evening News reported. The natural resources are comprised of eight types of assets of land, minerals, ocean, forests, grasslands, wetlands, water and national parks.
A principal-agent management system refers to the appointment of governments at provincial and city levels to exercise property rights on natural resources for the people, according to a guideline issued by Chinese authorities on reforming property rights system for natural resource assets.
The plan highlights the use of land and wetland resources, the statistics and accounting of natural resource assets owned by all people, and a system for reservation and management of natural resource assets.
In October 2021, Guangdong Province had basically inventoried its land, mineral, forest, grassland, wetland, and ocean resources with the ownership of all people, the Daily said.
