SZ's pilot reform measures promoted nationwide

China's top economic planner has called for cities nationwide to learn from Shenzhen’s paradigmatic experience and innovative measures.

In a notice released Friday, the National Development and Reform Commission (NDRC) sorted out 18 measures and practices that Shenzhen has adopted since it was authorized by the Central Government to pilot comprehensive reform measures in 2020.

The list outlines a wide range of substantial measures the city adopted in four aspects, namely market-based allocation of production factors, technological innovation, opening up, and public services and environmental governance.

Shenzhen has introduced five innovative measures in market-based allocation of production factors, such as the establishment of an efficient land approval mechanism, innovation in mutual funds business registration service and whole-process integrated supervision, and the reform of the registration-based IPO system in the city’s startup board ChiNext.

Six innovative measures were taken in technological innovation, such as the establishment of a new mechanism for intellectual property protection in emerging fields, innovation in accrediting foreign talents and one-stop service for their work and residency permits, and more convenience for overseas professionals pursuing professions in the city.

In terms of opening up, Shenzhen has established a new mechanism for cross-border arbitration collaboration and international arbitration cooperation, facilitated customs clearance for international transit at ports, and promoted innovation in international ship registration and classification management.

In terms of public services and environmental governance, the city has developed a hospital evaluation and certification system aligned with international standards, established a new mechanism for urgently needed drug and equipment access and whole-process supervision, and created a new mode of market-oriented investment and financing services for climate projects.

Among the 18 innovative measures, 14 were recommended for promotion across the country, while four other reform measures with wide influence were selected to be piloted and gradually promoted in areas that meet conditions and are prepared, the NDRC said.
