Kindergartens in Shenzhen will be required to limit the number of classes to 12. Each class must have two full-time teachers and one child care worker or have three full-time teachers, according to the city’s kindergarten design standards released by the Shenzhen Municipal Education Bureau on Monday.

The standards include 19 rules with aspects concerning selection of kindergarten locations, location conditions and staff arrangements. They were unveiled in a bid to better manage local kindergartens and improve conditions of kindergartens.

According to the standards, the number of classes in each kindergarten must be no more than 12, with class size for junior, middle and senior classes not over 25, 30 and 35 students, respectively.

The teacher to student ratio must be no less than 1:7. The standards will be implemented on Dec. 1 and will be valid for five years.

The standards specify that kindergarten principals must hold a bachelor’s degree or higher, a teaching qualification certificate, a kindergarten training certificate and have at least five years of related working experience.
