Qianhai efforts listed among outstanding reform cases

The endeavors of deepening the digital reform of urban planning, construction and management made by the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen (Qianhai Authority) have been listed among Shenzhen’s 20 outstanding reform cases in 2022, which were unveiled Saturday.

This is the first time for the city to select and award annual reform cases. The selection work was launched in November last year and 20 outstanding cases were selected out of 127 reform cases submitted by 61 government agencies and public institutions. The selection pocedures covered application review, expert review and comprehensive evaluation.

Qianhai Authority has carried out in-depth applications of building information modeling (BIM) and city information modelling (CIM) technologies, and achieved remarkable results, which are mainly reflected in three aspects.

The first was to improve the BIM standard system. Taking five years as a cycle, Qianhai systematically outlined the comprehensive application of BIM technology and compiled six technical standards, among which the “Standard for Data Storage,” the “Standard for Semantic Dictionary” and the “Standard for Approval of Sub-model” have become local standards in Shenzhen. The “Standard for Data Storage” was duplicated for use by other regions in June last year.

The second was to promote the statutory research of BIM technology. According to the requirements of the second batch of pilot programs for Shenzhen’s comprehensive reform, Qianhai Authority took the lead in the preparation of BIM statutory normative documents and took BIM as an essential element in the process of project approval and construction, construction management, acceptance and archiving, operation and maintenance to promote BIM technology to comply with relevant standards and regulations of technology applications.

The third was to promote the application of BIM in multiple fields. Qianhai took the planning permission of housing construction projects as the starting point to build an innovative pilot platform for BIM three-dimensional digital administrative approval. The platform’s main functions have been basically realized, and the project’s trial approval and verification is under way.
