The city will improve the traffic at 20 advanced manufacturing industrial parks to ensure vehicles from the parks can access highways or expressways within 15 minutes.

At each industrial park, there will be at least two connecting expressways or highways, according to the plan released by the municipal transport bureau Monday.

Some advanced manufacturing industrial parks still have poor road connections with areas outside, are barely covered by the Metro and have uneven road network distribution.

The traffic improvement plan also includes optimizing the bus service system inside the parks, improve slow traffic systems, upgrade logistics infrastructure and increase connectivity with the Metro system.

This year, Shenzhen will start renovating Longda Expressway, Luosha Road and National Highway 107. It will accelerate construction of the business operation area in the east of Yantian Port, renovation of Pingyan railway and Shenzhen airport’s third runway.

The city will also start the Phase V construction of the Metro network and provide quality service for people working and living in the industrial parks.

At present, nearly 70% of the industrial parks lie near the city’s borders with Dongguan and Huizhou, the outer layer of the city’s business circles. The city’s transport bureau, in cooperation with its counterpart in Dongguan, plans to extend Nanguang Expressway and Guangqiao Road in Guangming northward to enhance the connectivity of the industrial parks in Guangming with Songshan Lake in Dongguan.

According to the construction plan, the expressway and trunk road network in Shenzhen will reach 1,000 kilometers by 2035. Cargo vehicles from the industrial parks can reach one of the seven logistics hubs within 20 minutes, as per the plan.
