The total number of employees in Shenzhen reached 12.34 million in 2022, with 182,100 more employees than that of 2021. The city will continue to create 180,000 new jobs this year, according to a work report released by the Shenzhen Human Resources and Social Security Bureau on Wednesday.
The report was released at a meeting where Zhao Zhongliang, director of the bureau, said that the registered urban unemployment rate will be controlled within 5.5% this year.
To retain employment, the bureau worked out policies to give out a total of 270 million yuan (US$39.2 million) in subsidies to support enterprise production and labor stability. Enterprises recruiting new employees between Feb. 1 and Apr. 4 and pay three months’ worth of social insurance can get a subsidy up to 300,000 yuan. Each newly recruited employee will receive a subsidy of 500 yuan. Enterprises will also receive 500 yuan per person for first-time employment.
Municipal and district-level human resources bureaus and employment service agencies have planned to organize a total of 203 job fair, including 11 online in the spring recruitment season.
In 2022, Shenzhen took the lead in Guangdong by offering 453,000 yuan to help enterprises open up more posts for graduates. In terms of college graduate employment, the city has handed out 2.1 billion yuan in post stability refunds to 800,700 enterprises and 4.9 billion yuan in post retaining subsidies to 937,400 enterprises last year. Small and micro-sized enterprises hiring college graduates can apply for subsides, social insurance and internships. College graduates can also apply for subsidies for starting businesses, as well as for skills training, self-employed social insurance and employment allowance in the Guangdong-Hong Kong-Macao Greater Bay Area.
“In 2022, the bureau relived the burden of firms by 13.7 billion yuan and the cash flow strain by 10 billion yuan,” Zhao said.
The number of professional technicians and talents reached 6.29 million and 22,300 people were accredited as high-level professionals. In 2023, the city will introduce 2,000 post-doctorates and accredit around 22,000 high-level technicians.
