As part of the city’s action plan to stimulate consumption, Shenzhen will raise the proportion of housing provident fund (HPF) that eligible renters can withdraw to pay rent from the current 65% to 80% of the monthly contribution amount, effective Nov. 1.

Shenzhen will roll out a low-altitude aviation subsidy package that includes a one-off reward of up to 15 million yuan (US$2.11 million) for manned eVTOLs, under measures valid from Oct. 9 through Dec. 31, 2026.

The city’s traffic police authority has designated enclosed zones around the airport, border crossings, piers and major transport hubs across Shenzhen where vehicle parking and temporary stopping are prohibited at all times.

Starting Jan. 1, 2026, National III diesel freight vehicles will be banned from operating across the city at all times, according to a draft regulation jointly released by the city’s ecology and environment bureau, the public security bureau’s traffic management department and the transportation bureau.
